Instructions
Step 1: Heat a dry skillet over medium heat and lightly toast the guajillo chiles for 1 to 2 minutes until fragrant, being careful not to burn them. Transfer chiles to a bowl of hot water and soak for 10 minutes.
Step 2: In the same dry skillet, char the tomatillos and garlic cloves until blackened in spots, about 6 to 8 minutes. Transfer to a blender along with the softened chiles, 1/2 cup of the chile soaking liquid, oregano, and ground cumin. Blend until smooth.
